Leadership

James P. Kizer, Jr., P.E. 

As a Principal of The Constantine Group, Inc., Mr. Kizer is responsible for the overall operations of the company, providing both technical and management support to our staff and clients.  Mr. Kizer has over 24 years of progressive professional engineering experience.  Throughout his career, Mr. Kizer has specialized in water and wastewater projects.  Mr. Kizer’s experience is extensive with respect to planning, design, construction and operation of water and wastewater treatment facilities.

Joe Downey, Jr., P.E.

As a Principal of The Constantine Group, Inc., Mr. Downey has financial responsibility for the company and has overall management responsibility for all Alabama projects. Mr. Downey has extensive experience in all phases of commercial design and construction, water and wastewater system design and water treatment processes, land development planning, construction and operation of water supply and distribution systems and wastewater collection systems, and natural gas distribution design. Noted for Engineering Excellence Design awards from the American Council of Engineering Companies.
