Navarre Beach Wastewater Treatment Facility Upgrade Project

Constantine Engineering Staff served as Project Manager and Consultant for the Navarre Beach Wastewater Treatment Facility Upgrade Project, Navarre Beach, Florida. The facility was last upgraded in 1982, and in 2004 the Utility initiated a program to upgrade the wastewater treatment facility.

The goals of the project were to convert the barrier oxidation ditch to a 5-stage biological nutrient removal process; improve reliability; convert the electrical system from 240V to 480V; replace all pumps with variable speed drives to address surge flows; construct a new electrical and generator building; replace a clarifier that had been destroyed during a recent hurricane; and construct a new bio-solids building and belt filter press.

The converted process design and construction were completed in 2007 and the client is extremely satisfied with the performance of the modified facility. Prior to the upgrade, effluent quality was less than 5 mg/L for both 5-day biochemical oxygen demand (CBOD5) and total suspended solids (TSS), 9 mg/L total nitrogen and 3 mg/L total phosphorus. The modified facility is removing nitrogen to less than 3 mg/L and phosphorus to less than 1 mg/L and qualifies for the Florida’s Advance Wastewater Treatment (AWT) and EPA’s Class I Reliability classifications.

An unexpected benefit of the improvements and modifications has been a significant improvement in the removal of copper from the effluent. The Utility has been under an administrative order for failure to remove copper to below the state standard of 3.7 ug/L. Presently, the facility is in full compliance with these limits; the first time in 8 years.
